Local consultant to support SAS Division to finalize Operation Manual for targeting system and support Center for Social Work
The Swiss Development Cooperation Grant No.TF0A586 is financing, under the “Improving Financial Protection and Quality of Care” Trust Fund administered by the World Bank, a client-executed project –(P163532). The direct beneficiaries and stakeholders of this Grant/Project are institutions involved in the Social Health Insurance (SHI) scheme, such as the Health Insurance Fund (HIF), the Ministry of Health (MoH), the Ministry of Finance (MoF), the Ministry of Labor and Social Welfare (MoLSW) and the Ministry of Local Government Administration (MoLGA). These institutions benefit from technical assistance and capacity building activities on targeting, which is a pre-requisite for operationalizing SHI contribution exemptions as defined in the Health Insurance Law No. 04/L-249. Therefore, the final beneficiaries will be the poor and other population categories who will be exempt from SHI contributions.
The Government of Kosovo supported by the World Bank defined the targeting system as a three-step approach. First, individuals and families pertaining to categories mentioned in the Law on Health Insurance No. 04/L-249 will be identified. Second, for categories subject to a poverty filter, a means test (income verification) will be applied. Third, a proxy-means test (PMT) of income estimation, will be applied.
The MoH in close collaboration with the MoLSW is in the process of finalizing the relevant operational and legal documents. A draft of the Administrative Instruction (AI) on the application of the new targeting system for exemptions from SHI contributions has been drafted by the working group nominated by the MoH with technical assistance of the legal expert contracted for this purpose. The AI was based on the existing draft of the Operations Manual (OM), which is to be finalized once the AI is adopted.
In parallel with drafting of the operational and legal documents, the project foresees development of the software system for SHI contribution exemptions and its operationalization, including capacity development of related staff to pilot and use it.
In January 2021, the Ministry of Labor and Social Welfare begun conducting a pilot of the targeting system for the SIH exemption. The objectives of the pilot are to: (i) test the operational procedures for targeting as set out in the draft Operations Manual (OM); (ii) test the functionality of the management information system (MIS); (iii) pilot the new poverty test to compare results with current targeting methodology among beneficiaries of the Social Assistance Scheme (SAS).
In close collaboration with and under direct supervision of the Ministry of Labor and Social Work (MLSW) the consultant will support the design and implementation of the SHI contribution exemptions. Such support includes revising the current OM, based in part, on the findings of the pilot; drafting a summary report of all activities conducted for the design and implementation of the SHI exemption; and training CSWs to conduct the tasks outlined in the OM for the rollout of the SHI exemptions.
- Master’s degree or equivalent in economics, social work, sociology or related field;
- At least 5 years of experience in the areas of social protection or social work;
- Excellent communication skills in English and Albanian.

Experienced and qualified individuals will be selected according to the World Bank’s Procurement Regulations for IPF Borrowers’ (the Regulations), issued in July 2016, and revised November 2017 and August 2018, based on an open call for Individual Consultants (IC) Selection.
